Dr. Hijab reiterated that the barbaric bombing of hospitals and residential areas in Aleppo, and the regime's continuing starvation, siege and arbitrary detention policies confirm their desire to derail the political process. He called on the international community to work to stop the suffering of the Syrian people through the immediate and unconditional implementation of Security Council Resolutions, in particular articles 12, 13 and 14 of UNSCR 2254. This provides for lifting of the blockades on cities and areas under siege, enables humanitarian agencies to deliver aid to all those in need, calls for the release of all detainees, ending aerial and artillery bombardments and attacks against civilians and civilian targets, stops forced displacement, and demands a moratorium on executions. The General Co-ordinator called for an extraordinary meeting in Paris of the Friends of Syria Group in order to contain the crisis and protect the Syrian people from the onslaught by the regime and its allies, making clear that they must abide by UN decisions and stop their grave violations against the Syrian people.
Dr. Hijab also received a call from US Secretary of State John Kerry on Friday evening April 29. Mr Kerry expressed concern over the deteriorating security and humanitarian situation in the city of Aleppo and other Syrian provinces. He denounced the systematic targeting of hospitals and populated areas, stressing that he was in contact with Moscow to restrain the Assad regime, to stop hostilities and to respect the truce, and provide an appropriate environment for the political process through the establishment of a transitional governing body excluding Bashar al-Assad who has lost all legitimacy.
For his part, Dr Hijab spoke on the critical and immediate need to stop the massacres committed against the Syrian people, stressing that the situation is no longer conducive to talks on the political process in light of these horrific and systematic violations of the truce. Indeed, a truce that bears no existing presence whatsoever on the ground.
